[DRE-maint] Bug#685943: ruby-arel: unecessary dependency on build dependencies

ruby-arel depends on ruby-minitest and ruby-hoe, which are only build
dependencies (development dependencies in rubygems terms), and are not
required in runtime. This forces the installation of unecessary
packages when ruby-arel installaed.

For example, due to #685330, right now installing e.g. rails3 pulls in
ruby1.8 which is pulled by rubygems which is pulled by ruby-hoe, so you
end up ruby1.8 even though it is not actually needed.
