Hope you don't mind the NMU. (The fix was simple enough and package
is under DRE.)

I also thought about that and maybe it's the dpkg version.  I have noticed
missing shebang on our Ubuntu server running git/redmine at work.
So maybe dpkg in unstable can cope with missing shebangs?

That's great idea.  Maybe you can try package scripts without shebangs
running on Debian stable?
