[DRE-maint] Bug#707079: chef: Please package new upstream version

Upstream branch 11.x might worth an upload to Debian.

I am particularily interested in this because the 10.x branch of chef
depends on ruby-moneta but breaks with the API introduced in moneta 0.7.
The 11.x branch of does not depend on ruby-moneta anymore.
