[DRE-maint] Bug#707079: chef: Please package new upstream version

As I had no answers in 3 weeks, I have uploaded ruby-moneta/0.7.16-1 to
DELAYED/7. Its control file contains:

    Breaks: chef (<= 10.12.0-3)

I'd be happy to cancel the upload if needed.
