[DRE-maint] Bug#725812: ruby-atomic: please update package

Dear Maintainer,
there are two problems with your package:
1) it's outdated a bit
2) it should be rebuilt with gem2deb >= 0.5.0. Until that I can't prepare
new version of ruby-tzinfo.
