This package is a requirement for at least both the new Redmine upstream
and the upcoming Gitlab package, so there are already multiple reverse
dependencies. Where would we fold it?

While the code is short, the logic it implements is not trivial; it
implements request-global storage for web applications, which if done
wrong can have security implications; having its own package will make
security support easier.
