[DRE-maint] new package: vagrant-cachier

Hey,

I just packaged vagrant-cachier and uploaded it.  I don't do any ruby
work, I just needed this one plugin so I packaged it.  I'd like to see
it adopted by pkg-ruby-extras, where the other vagrant plugins are.  The
package is here in my git:

I think it would make sense to move it to:
https://anonscm.debian.org/cgit/pkg-ruby-extras/vagrant-cachier.git
