As it appears that there wasn't really any interaction between the old
package and the new package I've gone ahead and packaged the ARM oriented
SDK as src:ruby-azure-sdk building a whole load of binary packages for each
of the modules. (#839025)

I would still be interested in coordinating on the ASM oriented libraries
too, as I've started to introduce applications into the archive that have
dependencies on these SDKs and libraries.

Having these tools available should help other maintainers to enable support
for Azure in relevant packages natively in Debian.
