[DRE-maint] Redmine in buster

Hi redmine maintainers, 

I just did a stretch->buster upgrade on a production redmine server.
Unfortunately, I didn't notice that redmine isn't in buster or testing
(RC bug[1]). Everything has been `apt upgrade`d, but `apt dist-upgrade` 
threatens to remove redmine.

Do you have a plan to tackle the RC bug?  If so, do you plan on
uploading to buster-backports?

In the mean-time, would you recommend pinning from oldstable or
unstable?
