So I just migrated my machine holding my Redmine instance today. If you 
grab ruby-rouge from unstable to satisfy the dependency, as well as the 
redmine packages from unstable too (they are archall and the 
dependencies did not change much yet), dpkg -i <these-packages> and do 
an apt -f install to ask to resolve the rest with Buster packages, then 
you can upgrade to the latest version. The migration went well and so 
far the software works fine; you may need to upgrade or disable some 
plugins though.
