[Pkg-rust-maintainers] debcargo crates.io upload permissions

Hey Josh, could you give me upload permissions to debcargo? According to the docs it should be as simple as:

$ cargo owner --add infinity0

https://doc.rust-lang.org/cargo/reference/publishing.html

I'm also happy for Vasudev Kamath to get upload access, if he agrees he can reply to this thread with his github username.
