That there is a disparity/error and (implicitly) that it is an issue
for upstream.

Right now, the situation is confusing for our users, our derivatives
and the next ftp-master who reviews your package, potentially resulting
in wasted duplicated research and bringing it up again. A small
clarifification in debian/copyright would immediately fix this and
(more importantly) make any potential larger problems stand out better.
