[Pkg-rust-maintainers] what's holding up rust-sha1collisiondetection on mips64el?

Hi mips64el and mipsel debian porters!
can you help me understand what's holding up rust-sha1collisiondetection
on the mip64el and mipsel buildd networks?
According to
https://buildd.debian.org/status/architecture.php?a=mips64el&suite=sid
there are only 31 packages in Needs-Build on that architecture (mipsel
has 92), and rust-sha1collisiondetection happens to be one of them.
It's been in Needs-Build for more than 4 days, and it's holding up a
bunch of other packages.
Other rust packages (e.g. rust-block-buffer 0.9.0-4) have built promptly
on both mips64el and mipsel within that time.
I looked at whether i could "giveback" rust-sha1collisiondetection via
https://buildd.debian.org/status/package.php?p=rust-sha1collisiondetection
but when i tried to giveback, the system reported that i can't giveback
on packages that are already in Needs-Build state.
Any suggestions on what i should do to debug?
