The problem is that the build queues quite long on mipsel and mips64el
due to the hardware failure of one buildd (difficult to get it repaired
in covid period) and a lot of uploads and transitions happening.

rust-sha1collisiondetection is a new package, and that packages that 
have never been built on an architecture get less priority, as
presumably they are less critical and do not block transitions. It is
not always true, so I have manually bumped the priority so that they
will get built faster.

Give-back only works when the package failed to build, which is not the
case here.
