[Pkg-rust-maintainers] Libnitrokey Updates For Debian

Sorry for the delay – updating the nitrokey crate was a bit more
complicated than I expected and I did not have much time to work on the
issue.  Anyway, I released version 0.4.0 of the nitrokey crate last
night.  It now works with libnitrokey 3.5.

My next steps will be to update the Debian packages for
rust-nitrokey{,-sys} and to prepare a new nitrocli release (which
currently depends on rust-nitrokey 0.3).
