[Pkg-rust-maintainers] Bug#1004279: rust-rand - update to 0.8

Package: rust-rand

An increasing number of packages in Debian are using rand 0.8
upstream, while it's generally possible to patch them to use
0.7 I think we should prefer patching stuff to use newer versions
over packaging stuff to use older versions where possible. So
I started investigating an upgrade to rand 0.8. I have been working
through the involved packages, checking that they can be updated
easilly

I've worked through most of the reverse-dependencies, I still
have some left to do and some outstanding issues I have discovered,
the main outstanding issues are.

proptest gets two additional test failures when updated for the
new rand, I have opened a bug report about this upstream.

We need to figure out what to do about rust-petgraph, I tried to port it to the
new version of rust-quickcheck but failed, i'm leaning towards simply removing
the quickcheck feature from petgraph.

newsboat is maintained outside the rust team, coordination with it's maintainer
or a NMU will be needed.
