This is something we try to avoid doing, but we sometimes have to do
when there are reverse depends that can't easily be updated to the newer
semver of a crate. The main package (rust-smithay-client-toolkit in this
case) continues to the newer version and we create a
rust-<crate>-<semver> package to support the packages that can't yet
upgrade past <semver>.

There are many examples already in the archive: rust-zbus-1,
rust-clap-2, rust-clap-3, rust-env-logger-0.7.
