I was unaware of the addon. Thanks for improving my patch. I shall
remember that for future patches of the same kind.

Yes. man sysusers.d says that it only creates user when it does not
exist. I ran the patch through piuparts (and file a bug for dnsmasq-base
as a result of the failure). The upgrade part looked like it works
correctly.
