[Pkg-rust-maintainers] Bug#1069926: laurel: move from dh-sysuser to standard dh_installsysusers

Uh, my bad. I agree with your proposed change, I just have a few
questions before uploading:

Couldn't we just do "dh $@ --buildsystem cargo --with installsysusers"
when building the package? Seems to work fine.

Am I assuming correctly that systemd-sysusers will leave existing user
entries alone or do we need an upgrade path?
