[Pkg-rust-maintainers] Bug#1104282: Terminfo for alacritty not installed

I would assume that alacritty at least installs its own terminfo. As it 
is, alacritty falls back to `xterm-256color`.

Mid-term, it would be good to get this terminfo into `ncurses-base`, 
please.
