[Pkg-rust-maintainers] Bug#1109458: rebuilderd-worker: devscripts, sbuild and mmdebstrap should be hard depends

Dear Maintainer,

devscripts is currently just a recommends, though for a working rebuilderd-worker to build Debian it *needs* devscripts, sbuild and mmdebstrap, so I think these should be depends.
