[Pkg-rust-maintainers] Bug#1109460: rebuilderd-worker: really needs recommends installed except in unusual cases

Dear Maintainer,

currently devscripts is only a recommends (and diffoscope too), however at least diffoscope
also needs a lot of recommends installed so maybe there should a simple tool to check if
all needed recommends are installed too.

or there could be another package, rebuilderd-worker-debian-setup or some such, which has
these packages as hard depends.
