[Pkg-rust-maintainers] Bug#1118155: The --debug option to verify does nothing

While investigating #1118154, I found that the --debug option doesn't
seem to have any effect on the verify subcommand:

$ sqopv verify signature keyring.asc < plaintext
           No acceptable signatures found
$ sqopv verify --debug signature keyring.asc < plaintext
           No acceptable signatures found
