Sounds as if debian/upstream/signing-key.asc should be updated then. (Though that doesn't fix the issue in general.)

The most relevant (i.e. those in the kernel's debian/upstream/signing-key.asc) didn't however.

Konstantin Ryabitsev (added to Cc:) intends to work on improving the situation during the Linux Kernel Maintainer Summit in December IIUC.
