Dear Maintainer,

Following bugs #1069776, I'm kindly asking maintainers of `uv` source package
to expose the `uv` CLI. This is blocking packaging of `hatch` #1072818 which
required the `uv` cli itself. Exposing only the `uv_build` is not enough.
