[Pkg-rust-maintainers] Bug#809316: rustc: arm64 available, armhf not

Followup-For: Bug #809316

I enabled support for arm64 since 1.10.0+dfsg-2. In theory armhf is also
supported, but currently will only build on boxes supporting the neon 
instruction extensions (e.g. porterbox harris.debian.org, but not buildds).

I will file a separate bug to track that.
