Hi Joe,

I read a bug reported [1] by Madduck on github 3 months ago and the
upstream don't want to change the location because FreeBSD use  the
actual location and this will have a problem for being a portable
software.

I think we can use quilt (as you write) and move the location to /var/lib/salt/
