I think there are 2 approaches:

1) Change default config file

2) Change code to look in both locations

Obviously we could do both.

If we don't do option 2, then we need to provide some sort of
migration path for existing users.

This could be as little as notes in the changelog and a NEWS file, or
it could be a migration script as well.

What do you think?
