Those suggestions sounds sensible to me.
They make it clear when we are doing a release.
And I'm guessing that the task of doing a release consists of:
1) Merging any ready but unmerged changes back to the master branch
2) Updating the upstream sources if appropriate
3) Writing the changelog
4) Testing
5) Committing the changelog
6) Pushing
