Hm? salt-minion has defaults and within a proper environment it should
work ootb, e.g. it tries to connect to the host salt ootb. I don't see
the problem.

I persoannly don't think this is necessary. Other similar packets such
as puppet also just work ootb.

If you really want to do this have a look at debconf.
