Yes, I think this is fine, since these are system administration commands
regardless of whether they're in /usr/bin or /usr/sbin; I don't remember
ever seeing that section 8 was *only* for programs in .*/sbin/.

OTOH, you've just added manpages libsmbclient.8 and pam_winbind.8 to the
packages, and those definitely *don't* belong in section 8.  I would say
they belong in section 7 instead.
