I agree with you and check what upstream does:
samba-3_0/examples/smb.conf.default:
# server string is the equivalent of the NT Description field
server string = Samba Server

Upstream has it enabled.I prefer to be in sync with upstreams default
config. If there is a problem with enabled [home] this should be
discussed with them, or not?

I agree on both with submitting it to upstream.

I'm not a fan on "DEBIAN_FANS", too. samba.org uses MYGROUP and Windows
WORKGROUP (or translated to your locale Windows version).
smb.conf (5) says:
Default: workgroup = WORKGROUP
Example: workgroup = MYGROUP
I'm in favour of WORKGROUP because samba is for interaction with Windows
and there its the default.
