The rules file is very cluttered but that's also the package history
so we probably want to be a bit conservative. 

Of course useless stuuf can be removed, such as commented dh_*
calls...

My idea for the long term would be a switch to cdbs but this requires
agreemnt by all maintainers and we can be sure we will break stuff
because we'll forget some things (we didi it for shadow and it took a
couple of releases for the package to stabilize..:-)))
