For submission to upstream, I would actually suggest dividing this into
three bits rather than two:

- support for the additional paths for storing data of different types
- changes to the source code to associate particular files with the new
  paths
- update the preferred values for the different paths

This would allow us to discuss the principle of the separation separately
from any of the specific details.
