[Pkg-samba-maint] Re-enable compiling with FAM support?

After we got #400617, we decided to drop compiling with FAM support,
by dropping the build dependency on libfam-dev

The bug log says that re-enabling should be done "after etch" if
possible.

Sources I can find seem however to indicate that FAM is in the process
of being obsoleted by GAMIN so we might as well check if samba is OK
to be linked with GAMIN (which claims to be a drop-in replacement).
