[Pkg-samba-maint] (Re-)enable Build-Depends on libattr1-dev?

We currently do not Build-Depends on libattr1-dev, but we build with
it as it is a dependency of libacl1-dev.

However, transitive build dependencies are not really recommended
(lintian warns in such cases) in case dependencies of the packages we
Build-Dep upon do change.

So, I was wondering if we could re-activate a build-depends on libattr1-dev....
