Hmm, no. I think upstream is right that secrets.tdb and passdb.tdb
should be in a directory that is only readable by root, the so called
private dir (like /var/lib/samba/private). The smbpasswd file and .conf
files need to be in /etc however as they are configuration files.

Right, we need to convince upstream to reconsider what should go to
private dir, but related to the configuration directory, not to the
state directory.
