It does not need to be in its own package. It can be in another package but in this case, it would help us (Kali Linux) if you could adapt the control fields of the package to ease the transition.

Something like:
Breaks: winexe (<< 2:4.21.0+dfsg-2)
Replaces: winexe (<< 2:4.21.0+dfsg-2)
Provides: winexe
