Bug#739430: libsdl2: Please build documentation and provide a libsdl2-doc package

The header files of libsdl2 contain a bit of API documentation and there
is a Doxygen configuration in include/doxyfile. It would be nice to have
a libsdl2-doc package containing the documentation.
