Messing up with configuration files is highly discouraged in Debian...

We actually can do three things:

-add a debconf note to warn users about obsolete entries in login.defs

-remove these entries from the supplied login.defs (users will be
warned at install, by dpkg, that they can keep their login.defs file
or use the one procided by the maintainers if they have changed this
file....otherwise it will silently be replaced)

-do nothing

The debconf note thing is a little bit invasive and adds work to
translators for just a transitional thing. I don't like it

-The simple removal is was I have implemented in a new ly compiled
version of the packages

-the "do nothing" is possible as anyway, passwd and login will display
these warnings at each invocation

In all cases, we anyway will use a NEWS.Debian file which will also be
displayed to users of apt-listchanges.
