Well, given that Nicolas did put this at the top of this patch:

## DP: Do not use PAM for chage, chpasswd, groupadd, groupdel, groupmod

and given that you gave a negative advice, I'm tempted to disable this
patch, yes.

However, we'll need to carefully test these utilities afterwardsand
before uploading.

This convinces me that we still can't upload to unstablebut rather to
experimental again.
