Hmmm, I just discover that you now ship /etc/pam.d entries for all
utilities. 

We should probably use them...or use a slightly modified version.

Let's examine them one by one (I'm not enough aware of all PAM modules
subtleties):

chage:
auth            sufficient      pam_rootok.so
account         required        pam_permit.so
password        required        pam_make.so /var/db


PAM seems poorly documented (or my brain is poorly connected this
early) as I can't find any documentation on what each of these modules
is about....
