Currently, we should keep building without PAM all
tools for which this is reasonable (e.g. useradd,
userdel) and stop distributing corresponding pam.d
files.

We would start PAM-ifying these at more appropriate
time (when e.g. grsec or alike with suitable policy
will be a part of mainstream Debian distribution).
