But, err..., when there's a syntax error in
/etc/group or /etc/passwd file, the whole system can be
considered broken, at least partially. Couldn't it?
Thus we have a rather legitimate reason to fail in config
script, IMHO.
Also, IIRC, the action (shadowconfig) you menion here
currently is only performed upon `dpkg-reconfigure passwd`,
and in -39th release it anyway will additionally be called
only on _fresh_ install, when there was no messing with
/etc/passwd previously...
