TOmasz, http://bugs.debian.org/187921 contains an interesting
suggestion (with a patch) to allow login to use an alternate PAM
service through a "-s" switch.

The bug submitter here gives interesting examples of possible uses for
this, which indeed looks to me as quite safe and an interesting
feature to add.

The proposed patch does not apply cleanly in your CVS, but this seems
to be only a matter of line numbering changes. So adapting it for
4.0.9 does not seem complicated.

Would you consider this option?
