[Pkg-shadow-devel] Login pam module conf

Hi, there's no available environment by default.
It is especialy annoying for foreign users using
i.e. LC overrides ( like LC_CTYPE ) in /etc/environment.

That would be preferably if readenv is enabled for pam_env
in /etc/pam.d/login
