I'm not sure I understand what you mean or what you want to do.
The PAM documentation indicates (/usr/share/doc/libpam-doc/txt/pam.txt.gz):
o readenv=0|1 - turns on or off the reading of the file
specified by envfile (0 is off, 1 is on). By default this
option is on.
Is there something missing in /etc/pam.d/login?
What is the problem you encounter? (bad locale in gdm?)
