[Pkg-shadow-devel] Login FAIL_DELAY error

Debian testing - Bug #353994 is alive and well in Debian testing - lastest 
apt-get update && apt-get dist-upgrade.  Problem - root login will fail IF 
FAIL_DELAY is set - default listed was 3.  Commenting this out of the 
login.defs file removes the root login failure.  There is no problem with 
a normal user login.  Failures occur on either tty1 login or /bin/su - login.
