We didn't consider this report as a bug.

The users should have been warned during the upgrade that the login.defs
file changed.

Moreover, I can't reproduce the failure. It is only a warning on my box.
(If you really have a failure, this may be another issue)

The only change we could do is to clarify the warning message.
