[Pkg-shadow-devel] Bug#386529: passwd.config does not evaluate the return value of db_input

passwd.config uses debconf to obtain the root password. However, depending on
the frontend, the question might not get displayed and/or no answer is
available. 

As stated in in debconf-devel(7) [Preventing infinite loops], the script should
check the return value of db_input and respond accordingly.
